Can't give Saturas Vatras' Letter

So, I am in chapter 2, haven't been to the colony yet though. Joined the Militia, then the Water folk. I went to the mages with Lares BEFORE getting an replacement for him, and I don't know if that is the problem, or if there are any others that might affect this. I thought the Lares Bug was if you go to the mercinaries or smth, but if it is the replacement thing, well then it costs me ~2h instead of 10h. (I am really slow cause I wanna do everything, but also lvl11, so that's cool)

ANOTHER thing i noticed:

I thought enemies only respawn after each chapter, but after lares brought me to the water people and I wanted to go there again to check if i fixed it, most things have spawned in greater quantities (like 7 scavergers infront of the pub were the water guys meet)

I don't know about the lares/saturas bug so I cant help you

as for the "respawn" the enemies don't respawn, there are new one getting spawned

So for example if you have a place where there is 5 scavengers sitting around on chapter 1, if you ignore them the whole game and come back in like chapter 5 rather than seeing those 5 scavengers you would see like 15, why? Because with each chapter extra few were spawned, and the ones you didn't killed stay alive.

And the distance doesn't matter, its usually just done so NPCs don't need to fight wild beasts

Yes yes, but they spawned within chapter 2. I walked there twice, and killed them (the second time there were more) twice.

You must be in Ranger's armor OR with Ranger's ring equipped. The ring must be yours, not Lares'!

The option to give Vatras' letter to Saturas opens up once you have completed "The Portal" quest. After the ceremony, you can give Saturas the letter, who will then give you the ring to open the portal to Jharkendar.
