Does the Claw of Beliar add your strength to its damage?
If I understand this correctly, the maximum base damage of the Claw for a 2H weapon is 120, and it has a 50% chance to do an additional 100 damage, for a total of 220.

But does using the Claw take into account your 2H skill as far as having a chance to add your strength to its damage? If not, I'm wondering if it's better than the Dragon Slicer. It doesn't seem to be, since half the time you'll only be doing 120 damage, whereas with a high enough 2H skill you'll almost always be doing 300+ damage per hit with the Dragon Slicer.

The strong part about the Claw is that it doesn't have or it has a very low strength requirement. As a warrior, you have a weapon which deals a lot of damage and you don't even need to train particularly much to use. Thing is much worse on mages, because most spells you get from it depend on your level and you have to find a shrine to Beliar to switch spells. Simply having master level skill with one/two handed weapons + the Claw give you a significant advantage and you can plough through the second, third, fourth chapter of the game with ease. Same can be said for the following two chapters even. Weapon seemed always imbalanced, so I always gave it to the Water mages.

Ok, but does your strength get added to the damage based on your 1H/2H skill %?
I guess its normal damage works similarly to ordinary weapons. If it didn't, the damage of the weapon would be kinda too low for various monsters with damage reduction 100 or higher. More interesting that the normal damage is the extra damage, because it's magical shock damage that bypasses armor.

Maybe, but hopefully someone can confirm it. Since it doesn't have a strength requirement, I wouldn't be surprised if it worked differently.
