If you don't report either one, you get the key from Attila (aka Attile). If you report at least one of those three, Attila would attack you, and you can take the key from him if you beat him.
1) A merchant's gold
2) A brazen thief
You say you chased Rengaru but let him go. That means you failed 'A brazen thief', which is good if you want to join the thieves guild.
You also say you got back Jora's gold from Rengaru, since you say you returned Jora's gold to him. That means you completed 'A merchant's gold', which is helpful for dealing with Alrik later on but has no impact on your standing with the thieves guild.
If you mean you failed both 'A brazen thief' and 'A merchant's gold', this has no negative impact on your standing with the thieves guild. The quests that you need to complete in favour of the thieves guild are the following:
What i did was i didn't report Rengaru to Lord Andre, i let him go after getting the gold. Then after that i just gave 50g back to Jora. So, this ended up failing the A Brazen Thief quest.
I was just worried that i'm not getting to thiefs guild, because want to learn pick pocketing, but i guess i can later on. I just completed the False Messenger quest and will continue now.
