How to play this game using Cloudflare Warp VPN?

I am in college and Steam is banned on the network. To play games, I tried using Cloudflare, but Steam still does not allow me to connect to the network. Is there any alternative way to play?

I mean paid VPN services are significantly better, faster, secure and private than free options, and pretty cheap. I think i pay 3 or 4€ a month for ProtonVPN, and they have a pretty decend free plan aswell incase you REALLY don't want to pay
