I ran into the same problem, and it turned out to be something a bit deeper than helldivers ignoring settings.
This solution is nvidia only. It's for people who tried everything above and nothing did work (like me). Try those things, they're all good advice.
What I found out is that the nvidia driver likes to suck. Because every time I changed the setting of helldivers.exe specifically or the global settings to "use dedicated graphics card" it wouldn't save. Test it for yourself: Open your nvidia control panel (desktop -> rightclick), go to 3d options -> global options -> preferred graphics processor and change it to the nvidia processor. Click "apply" in the bottom right. Now, select any other task in the left side, like "physx configuration" or something and then back to 3d options. If the "Preferred graphics processor" option has reset itself, you have the some problem like me (and a lot of other people).
Now, what does it mean and what do we do about it? It means that nvidia doesn't save your options and probably doesn't care what you select, which is bad. I tried a graphic driver upgrade and it ended up doing more harm than good, giving me a "ACCESS DENIED" error everytime I tried to change the preferred graphics card.
HOW TO SOLVE IT.
Now, this is rather unspectacular. Deinstall your graphics driver (control panel -> programs -> uninstall -> nvidia graphics driver) and everything else graphics related. Then do a clean install of your video card driver. This fixed it for me and I can now rightfully select the preferred graphics processor with nvidia actually listening to the setting. I hope this can fix it for you, too.
TL;DR: Nvidia driver seems to like to get corrupted, do a clean driver reinstall and try again.
Maybe this would help you to enable your nvidia graphic card?
But for now it is only available in Russian.
