Base game content addons are all free and included in the base game.
The DLC simply add new weapons to your arsenal and skins.
Some of the DLC equipment does provide useful features - for example the ranger dlc provides a UAV. Once upgraded to level 3 - you can see research samples.
The downside being you need to use up 1 strategm slot to equip it.

Long story short - base game includes everything you need.
Personally even though I own the deluxe - 95% of the time I only use vanillia equipment.
You know you can edit your post to add more words into it instead of posting 3 at once right...
And yeah, Deluxe Edition costs for me 29,99€, while Base Game costs 20€
