Not on the german store page apparently.

How are they? Are they just better than the standard base game gear? Is there a game progression that you skip by getting the dlc stuff?

Judging by the little bit of info I've seen on Youtube and the Helldivers wiki, the equipment in these DLCs cannot be obtained otherwise, and these are more or less sidegrades. They don't make you straight-up more powerful, but give you more options to play around with.

Consider them as psuedo 'classes' to play around with. More toys. As Amicus said, sidegrades which aren't OP pay to win or whatever you want to call it. The base game is pretty cheap already and going all in isn't too bad. You don't NEED all these things though.

For me I played this a bit on PS3, bought a couple of DLC. I found it pretty amusing even if I only got a few hours play out of it (I sold my TV and stuck to PC games shortly after getting it),

I happily went all in with the Steam release.
