There are some interesting details (like Cyborgs being former Super Citizens if I'm not mistaken), but that's mostly going to be found in the weapon/stratagem/enemy descriptions on your ship.
Super Earth functions on the concept of Managed Democracy, which does not function so much on votes, as a super AI feeding you questions and making decisions based on how those questions make you feel. That Super AI then elects the politician that most closely matches your views. This was done because the voters of Old Earth did not have enough brain power to understand the voting process or the nuances between candidates. Considering how utterly, and irrevocably f*cked our current political system in real life is, I think they are making some good points here.
Ironically, this style of representation is not a democracy, but rather a hierarchy based republic with the Super AI at its core running the show to a certain extent. Make no mistake, Super Earth is still a tyrannical dystopia where any disagreement or even a lessening of one's patriotism is punishable by re-education camp or simply death but it's still worlds better than the intellectual hellscape meritocracy of the Illuminate, being butchered by Bugs, or the iron fisted maniacs of the Cyborgs. We're not perfect, but we're a hell of a lot better than any of the alternatives.
As for these Ministries, I would assume that a top down authoritarian government has a lot of them. I know of the Ministry of Defense and the Ministry of Research and Development, who help me do my job of spreading democracy to alien scum that need it most. The Ministry of Truth keeps people on a need to know basis, and yes, I assume there is a Ministry of Agriculture even though I've personally never seen another Diver live long enough to need to eat anything or even remove their helmet for that matter.
