As noted by Jenilya, if you're playing solo and staying undetected (so you aren't overwhelmed by a ridiculous amount of enemies) you probably shouldn't be caught off guard by the dogs.
What weapon are you using? A gun with slow rate of fire might not work as well.
I agree that the cyborgs don't have much synergy though. I'd like it if they were based around explosives (since imo their most notable enemy type is tanks).
AND that those dogs are out of the curve. They are not easy compared to the other creatures.
By easy i mean that their set of skills in relation to their Tier, is quite over powered. Meaning that, a creature lvl 1 tier (1-2 shots killed), with crowd control, overwhelming power + fastest minion in game, does not seem balanced. if you measure them with a tank (last tier minion), then sure brah, they are weak lol... But thats not what "out of the curve" means.
This is merely a constructive post, from someone who loves the game. 50 hours in 2 weeks lol. Just pointing out for the sake of improvement. Knockback or speed should be removed. Imo, speed should be removed, for the sake of aethetics also. Cyborgs have a slower, heavier approach it seems.
I will contradict you if I may. The Cyborgs are by far my favourite enemy, Dogs and all. And in the last war, the Illuminates went down last and this forum was full of threads of how they are no fun to fight and OP compared to the other two races. I believe that in every war before that (other than the very first) it was the same: Bugs -> Cyborgs -> Illuminates. This war is exceptionally unusual.
My theory is simple....the massive influx of new players due to the give away on PS+ and the Steam sales. You only need to look at the multiplayer lobby and you will see the vast majority of available games are level 6 difficulty or less. Like 90%. The thing that's weird is that from levels 1 to 6, the Cyborgs are the hardest enemy - possibly due to the out of curve dogs as you said. But post level 6, this radically changes. And at the very highest levels, the Illuminates become frustratingly terrifying.
I think give it time and do some high level missions and you will soon see the Illuminates are the hardest enemies and you'll wish it was those little Doggies you were fighting.

Ah you are playing solo...aka easy mode. :P I see now why you might fear the Dogs so much. I hate this game solo, so I can't really help you, except to recommend multiplayer. Solo just isn't fun, especially if you are using Distractors and Stealth. Meh.
And sorry if I assumed you were only playing low level missions, but your first post really sounded like it. Personally I do not rate the Dogs nor fear them in the slightest. You hear them coming a mile away and the game sound is good enough that you can tell exactly where they are coming from. Even if they get to you, they are totally under-powered. They knock you down yes but they do almost zero damage. Switch to pistol and it takes a mere 3 bullets to insta-kill all 3 of them and you can hardly miss from there. Sounds like you are bashing 'A' to get to your feet (DONT they will just knock you down again) instead of dealing with the immediate threat by pistol-shooting them in the face.
The illuminati are a easy ^_^ double freedom, jump pack, grenade launcher and just lol ur way thru the levels.
The only time it gets hairy is if u are in a group and people get their controls reversed, (my brain cant handle it either) so I just jump twice and its worn off and back into the action...
And double freedom? Wow. I had that one pegged as worst gun in the game, or one of the worst. Though I did only try it versus the Bugs, which might have been a mistake. I might give it another look if you are recommending it. :)

If you are bringing a single EAT-17 strat to deal with high level Cyborg missions, you are doing it wrong.
