Meltdown is a bit more on the arcade side as well. While it's a port of a mobile game, and a few years old now, really still quite fun even though it's two-man Romanian dev team seems to have disappeared (afik). It does have online co-op, but the playerbase isn't really there any more from what I can see, so it's difficult to find folks to play it with now.
Neon Chrome is a very promising twin stick with procedurally generated levels due this Thursday from devs behind Crimsonland. However, it's local only for the multiplayer co-op.
I find very few twin-sticks that offer online co-op as Helldivers does, alas. Most of the time, these games are by small devs, and they'll say either their engine doesn't support online co-op, or they don't have the manpower or resources to offer it.
Utopia 9 is a fun one that I consider a twin-stick but it's a bit more deliberate in gameplay pace, and health and ammo are very precious in it so I have to tamper down my "shoot constantly" habits. I found it really exasperating initially but it's gotten a tiny bit more forgiving/fun imho with recent updates.
Console dev Housemarque has this cool PS4 twin-stick shooter due out soon, Alienation, with online co-op. I would love to see something like that get ported here to Steam/PC, but I doubt it's in the cards. Though I would've said the same thing a year ago if you told me Helldivers would get a PC release. :) [note: I tried including the URLs for Alienation but they don't seem to work from here]
I can't remember if they offer local coop.
then "welcome to the gungeon" is quite funny. really hard...but has its style.
really nice game is "crosscode" ...its not co-op...but a twinshooter.
"moonhunters" is worth a try, too.
Yes this. If you play Merlin and go for the Void Ball (or whatever it's called) it might as well be a shooter because he gets a magic plasma gun

There are countless little gems on Steam that you need to find. I just browse the Steam store by category hoping to find some good Indie games.

*I've pledged on its fig crowdfunding enough to get in on "survival alpha access" sometime this month. The fig goal is pretty modest (U.S. $30,000) and it's about 76% there with 3 weeks to go. The devs are very friendly and responsive both at its Steam forum and the fig page.
I'll be posting about it there in its Steam forum and in a subreddit I created for the game (the devs are busy and seemed to appreciate me doing it).
It's no Helldivers (no vehicles, no procedurally generated terrain/objectives, etc.), but I like what little I've seen of it in action in its alpha demo to this point -- it was provided to a few YouTubers for marketing/hype purposes. Currently this is planned for PC initially, PS4 later, and seems to mention Mac and Linux versions. XBone is not mentioned yet, but perhaps it's a 'stretch' goal in the crowdfunding.
