Wellp, I mean.. this game is pretty much single-player, isn't it? (I understand that you can play with buddies) I don't mind playing alone, unless that's ♥♥♥♥, lol.
If you look at the charts it seems that it's steady at around 200 players. Steamcharts only takes into account people playing the steam version. I have no clue if there's a non-steam version that we can play with. I know it's on playstation, but I don't think we can connect to their games. There's 841 people playing now though.
First tho, the Q in the title - yes I would recommend the deluxe. There are a few dud dlc's in there, but at least half are both useful and fun. In all likelihood you will end up enjoying the game and if you then bought the better ones separately it'll add up to more than the difference between the base game and the deluxe. On a related note, the fortnight or so after the game launched, these forums were clogged with threads about people wanting an upgrade pack (which was available, but for some strange reason not displayed on the store page initially - its still cheaper to buy the deluxe from the get go).
Do you NEED DLC? No. There is nothing you cannot do in the game without it, you wont be separated out of games/content on the basis of DLC (not for technical reasons anyway!). Focusing on a bad review where someone complained about being kicked for not having DLC (almost certainly the all terrain boots which allow you to move at normal speed in snow) is ignoring the majority of the positive reviews! No game/community is exempt from idiots, but its a genuinely low % here, in my experience probably in the region of 5%. Even search the word "community" within this forum and see many threads of praise, and believe me, mods arent heavy handed - little gets deleted/locked, so if there was nastiness to be found, it'll show in the search.
As for player base and whether or not you can solo, or if you would want to solo. The player base fluctuates like any other, but even in quiet time, theres always games to join. You can solo everything. In fact, most who have played the game a while will tell you its easier (and Id very much agree!). But its not as much fun alone. Thankfully tho, always some around to drop in/out. I remember even back with just a few hundred online AND there was an annoying bug that limited how many games were displayed (its resolved now), I still had people dropping into my games!
This is the answer I was expecting to get. Thanks a lot for your response man. I already spent the money (oops!), but this is the next game I'm getting as soon as I can, I might even be able to convince my friends to get it and play the game all together. When it's not on sale, I don't think the answer is so simple. Instead, I steer people towards...

With me, the only paid DLC packs I used regularly or at least once in a while are:
-Defender (for the Guard Dog drone)
-Demolitionist (for MG-105 Stalwart light machine gun; and REC-6 Demolisher explosive satchels)
-Entrenched (for the AT-47 Anti-Tank emplacement, which is invaluable on tank-heavy missions/maps)
*I used to use MLS-4X Commando missile launcher in the Commando Pack a lot, but it was too often bouncing off heavy tank armor, and too often -- even with auto aiming -- inadvertently killing fellow players, so I stopped using it.
Any other players would likely have totally different preferences, but I generally don't see players using tons of DLC items. I've experimented with almost all of it, but if I had it to do over again, I may have just bought those three DLC packs only.
