Distractor Beacon (green stratagem) should at least partially solve the issue, it helps to stealth the missions. Drop it far away from anything and it will attract all enemies for x period of time.
It's called a GAME, stop acting like this is anything like real war.
You and your team either kill every patrol without getting detected and go through a mission without much of a challenge or things to shoot at.
Or
You trigger every patrol you meet, die a bunch and lose your equipment and be forced to run away, spamming reinforcement stratagems.
I don't know how they could have balanced the game in this regard. Maybe have missions where you have a set number of enemies or something. I did like the idea of boss fights. Maybe in the next game they could have us assault enemy bases.
This is not an issue. If it is, you're playing in a difficulty too high. The 15 difficulties are how they balanced it.

Back when I was doing the achievement for doing a mission above a certain level with no alarms, I played solo, so the screen wouldn't be pulled to the side, averaging my position with someone else, reducing chance of them sounding alarm before I see them.
I also rolled turrets in either 3 or all 4 slots, might have used personal shield in one slot to prevent acid from slowing me down. Turrets killed patrols while I did stuff. Didn't have to worry about patrols as much. Less effective with invisible units floating by them. Haven't really thought about it, but I suppose you could use the mine field stratagem, maybe the barbed wire, since illuminate patrols are really weak.
I don't have dlc, but I think I recall one having a tesla style gun. Maybe I'm just remembering the repair gun that heals and repairs everyone.
The others are right though, the difficultiy settings are how things are balanced out. Invisible patrols show up on higher difficulties andare still just about visible. It helps to train a keen eye, or alternatively just gear up and prepare for a fight.
