No. Nobody does that. Sony=Sony, Steam=Steam/Valve. They are not partners.

You get the PS3 and Vita versions free, for all the good that did in 2015.

No, that's not how it works. If you have bought Helldivers on PS4 you gain access to the PS3, Vita version. But Steam/PC version you need to buy separately.

For this coming weekend you can because it will be on Steam Free Weekend or whatever that is called. You will be able to play full game with no restrictions. Once the weekend is over, you will no longer be able to play unless you buy it. I believe along with the Steam Free Weekend option, it is also on a really big 50-60% sale. Most Steam Free Weekend game options take place co-existing with a deep discount limited time sale.

That said, since you already have game on PS4, you should know the update will be on PS4 tomorrow morning (for Liberty Day). The expansion / patch just released on Steam early. I assume Arrowhead planned to release them at same time on Liberty Day but couldn't coordinate between the two platforms.
