The RL-112 has an appalling rate of fire when operated solo, but as part of a fire team, it's a beast.
The MLS is technically the more efficient weapon, able to take down two or three HVTs per reload against the RLs one, but it takes longer to empty it's ammo between reloads.
In a situation where both guns are firing, I'd be looking to keep the average fire rate of these weapons as high as possible, so I'd stick by the RL and try to assist the MLS when possible.
If it was a situation where I did have two guns to mind, though, I'd suggest they both take a resupply pack and stick reasonably close. A single support pack works just fine between two guns.
If they're both out of ammo at the same time, the sitation is probably dire enough that there are bigger problems and I'd prioritise loading of whichever was closer and more tactically sound.
