I'm not aware of any way around this when playing on one computer.
Theoretically, you could drag a laptop to your friend's house, log into Steam on that and maybe play an "online but local" game, if your friend has a strong enough connection and fast enough wi-fi router. I can't speak from any experience on that, it's more hypothetical, guess I'd call it.
Sorry. Really this is a Steam limitation, maybe some day they'll (Steam) figure a workaround.
I'd be curious if local play works like this on PS3/PS4 (I've only played on Vita, console-wise), or if PSN allows multiple local log-ins on one PS3/PS4 in couch co-op mode.
The issue here is that the 1st time he enabled Cloud, it was on his friend's computer (but still logged with his own account). Steam now thinks this his char is level 3, since his progress up to 18 is only locally in his own computer.
I believe if you log into your own computer and Steam may detect a conflict and ask which version you want to keep? Your PC or the Cloud. Choose your own PC (which will have lvl 18 char).
The next time you go to your friend's place then the Cloud will have your lvl 18 and you should be able to get it on his PC.
Don't quote me on that. Google how to do it. Make sure you backup the files in the Remote and Save folders first.

EDIT : So I've been able to remove the save lvl 3 char form the cloud by corrupting it, then Steam showed me that there were a conflict so I had the occasion to remove it from the remote folder.
When starting the game, it automatically loads my level 18 save (YAYE!) but now how can I make steam believe that this one should be on the cloud?
EDIT2 : NEVERMIND, I started a mission and finished it, when I left Helldivers, cloud saved the game lvl18.
