Found Tweaks not showing up at Table to craft?

I've gotten several schematics but they don't seem to be showing up at the Tweak table. Also... a couple I do have schematics for require the far right substance which I don't even have ONE of yet (and I'm near the end of the game I think)

Am I doing something wrong? This one isn't available and I swear I found another for a wall jump or something that I still have no option to craft.

'Smog' is not name of a tweak, only of the schematic. Name of the schematic is connected either to the tweaks it provides or to the location where you find it. I don't remember the exact content of this one, but judging from the name it could provide the 'Breathless' tweak.
About the Ivory oil material, the chests containing it are usually the best hidden ones.

Hmmm okay. The Tweak system feels kind of pointless tbh.
