the root problem is there is simply too much to render and only one CPU core is actually responsible for updating the state all of the players and vehicles, this is largely unavoidable on unreal engine
the devs would need to come up with ingenious ways to allow for the huge scale maps and have an aggressive culling system to reduce the load on players
no amount of additional GPU horsepower is going to overcome this issue
Cause OWI is struggling on optimization with their other game that is on UE 5.
