1) Reduce shadows down to medium, or low even. This should noticeably reduce stuttering or even removing it. Imo, this shadow setting is the primary cause of stuttering.
2) Do not use the "load all textures" option.
3) If using freesync monitor, disable vsync in nvidia options outside game, and also disable vsync in game client. Restart computer and game client a couple of times after that.
4) Maybe set max fps to 90 or so in the game client.
5) Disable, render long distance shadows.
Seems to me that your GPU is at the very low end, but playable with lower fps. I don't know what your screen resolution is. I have 1440p, 16 GB RAM, using freesync, and nvidia 1650 super gpu (iirc), with fps between 50 and 80 generally. Sometimes dipping down to 12 probably because of the game client being weird from time to time for short periods of time. I tried increasing ram speed alone, by 10% but it had zero improvement on my fps.
I recommended this game when I first started playing it, but I do not recommend it at its current state because of the frequency of visual bugs that impact gameplay. Still great fun to play though. Hopefully the devs, re-working the gui will improve on things and remove the existing bugs.
It cured a lot of my first bullet fired stutter issues.
I have a six core 3.33 GHz and I get some stuttering, used to it now.

While you shouldn't have an issues with your rig using Epic quality audio, I just know that it can cause stuttering and might be worth a shot in your troubleshooting quest.
