Game Stuttering
My game has been stuttering for the past month and I have no idea whats causing it so I'm not exactly sure what the issue is here so if anyone can give any ideas on what I can do to resolve this please let me know

Things I tried

-Increased the pagefile size
-OC'd and UV'd CPU, GPU and RAM
-Reinstalled Windows 4 times
-Reinstalled GPU and Chipset drivers several times
-Reseated GPU and RAM
-Turned off HPET
-Cleared cache
-Reinstalled game
-Tested RAM, CPU. and GPU in stress testing applications and all tested stable with no errors
-Updated BIOS

PC Specs

Ram: Corsair Vengeance LPX 16GB 3000Mhz CL15

PSU: Corsair CX 650W 80+ Bronze

GPU: GTX 1070 8GB Zotac Mini

CPU: Ryzen 5 3600

Notes:
The game appears to stutter more in base game maps than non-base game maps as when I was playing the "Galactic Contension" Mod the stutters would happen only the first time I spawn unlike in base game squad where the stutters would continue to happen at random.

Tips:
1) Reduce shadows down to medium, or low even. This should noticeably reduce stuttering or even removing it. Imo, this shadow setting is the primary cause of stuttering.

2) Do not use the "load all textures" option.

3) If using freesync monitor, disable vsync in nvidia options outside game, and also disable vsync in game client. Restart computer and game client a couple of times after that.

4) Maybe set max fps to 90 or so in the game client.

5) Disable, render long distance shadows.

Seems to me that your GPU is at the very low end, but playable with lower fps. I don't know what your screen resolution is. I have 1440p, 16 GB RAM, using freesync, and nvidia 1650 super gpu (iirc), with fps between 50 and 80 generally. Sometimes dipping down to 12 probably because of the game client being weird from time to time for short periods of time. I tried increasing ram speed alone, by 10% but it had zero improvement on my fps.

I recommended this game when I first started playing it, but I do not recommend it at its current state because of the frequency of visual bugs that impact gameplay. Still great fun to play though. Hopefully the devs, re-working the gui will improve on things and remove the existing bugs.

Check the nvidia control panel and try setting threaded optimisation to off.
It cured a lot of my first bullet fired stutter issues.
This reminds me, there is (iirc) an NVIDIA setting for favoring gpu over cpu for gameplay and vice versa. Might be worth trying to change and see if that improves things. Presumably a restart or two might be required.

I'd say your GPU is great (my 970 is fine and yours is an improvement); but the CPU at 3.0GHz is likely the bottleneck.
I have a six core 3.33 GHz and I get some stuttering, used to it now.

-Ignore the above, I misread the CPU, and the GPU is a mini version

Have you tried, just for testing, setting your audio quality from Epic to Low? That caused stuttering on my FX-8350 rig using onboard audio or an ancient Audigy 2.

While you shouldn't have an issues with your rig using Epic quality audio, I just know that it can cause stuttering and might be worth a shot in your troubleshooting quest.

I'm guessing you mean the Physx option in the control panel most likely which I have set to use my GPU and when I did that I believe it does improve the stutters to a degree but not enough to remove the stutters entirely.

Yeah I tried that already and that didn't work which is odd because this seems to work for alot of people but just not for me I guess.
