Report a translation problem
When my FPS drops my GPU usage is goes down but my CPU usage doesn't suddenly spike indicating my CPU being pushed to its limits bottlenecking the GPU.
Best guess would be its a bottleneck in the Code/engine much the same as how Arma3 games cannot fully leverage your Hardware although this engine clearly makes better use of Multicore CPU's.
If you type 'stats' in console (tilde key) you will get a look at Frame times, iirc the 'draw' is your CPU.
It certainly appears to be a problem with the Server/Engine unable to keep up with the calculations involved when a certain number of players is reached resulting in everyone connected getting slower Frame Times regardless of how many unused system resources are available.
Its far worse in PS where the performance is still worse than this while having 20 fewer players on the server over there.

I checked every setting for perfomance and feel. Trust me, this is you best you can. I played without motion blyr and turning looks unpleasant so i enabled it too. Now game feels very smooth like BF or CSGO. Increase supersampling if you have better gpu, do not touch other settings. And remember: DISABLE fully load textres because it gives only problems\stutter and nothing other.
i have a i7 8700k @ 4.3 ghz, 32gb ram and a msi 3080 gaming x trio and its the same for me, 50-60 gpu usage and doesn't usually go over 80 fps in the middle of a map, but training grounds i get consistent 120-140 fps, game is so poorly optimised it pisses me off
Yes, you wouldn't see an improvement here, you would however see improvement in more mainstream "AAA" kind of titles that have lower player counts, more emphasis on visuals etc where the CPU isn't so much the limiting factor. Especially some of these new games like DOOM running on Vulkan they really let your GPU free to run!
That makes sense to me, CPU is the limiting factor in this specific game (especially with your setup at 1080p no less!), your 3070 is not getting to stretch it's legs. (3800x user here, it was on sale for same price as 3700x in my defense lol) on Zen 2 we don't really have a single thread advantage over their couple year old intel chips, add in the latency impact when leaving the cores on cluster 1 to access cluster 2 (which has been addressed in Zen 3) and it makes sense you're getting about the same.
Also friendly reminder make sure your ram is actually running it's profile. Zen 2 is totally crippled by DDR4 at stock speed/timings, its crazy.
