With you cpu you will be somewhat cpu-bottlenecked, but that should translate into a bit lower (but stable) fps..., i would expect you getting between 50-70 fps, depending on map and how intense the action is around you, but no stutters, its definetely not your hardware.
Maybe check your RAM XMP profile (in BIOS) ? sometimes ppl don't know to set it properly so your RAM runs at its max clock speed.
Other than that and revalidating files i have no clue..., except you PSU maybe not having enough power but in that case you should have noticed it already in other games.
As for the RAM, are you saying it should be on max speed all the time?
Also, for the last part, I do not notice the stuttering in any other game. Even in more demanding games there is no stuttering. I get lower FPS but absolutely no stuttering at all. On this game it's unique and I don't know why. Even on Post Scriptum (Squad 44) I do not get stuttering at all and it performs much better than normal Squad.

Then its not your PSU..., anyways try re-validating squads files via steam just to be safe. Might be as simple as some corrupted files.
OWI released a note about a logi bug causing stutters. They have yet to fix it from what I understand, so it could be that or something else. I'll keep updated if anything changes.
That or your ssds are dying
Also try overclocking your CPU even further or up the voltage, maybe it will help with stability.
It cannot really be a bug in the game causing it, because then everyone would experience those stutters.
I have this issue too and only in Squad. I recently made a post about this topic as well. For me, my game was running very fine with my old system. I had a Ryzen 5 1600, GTX 1070ti, 16GB of RAM installed on an SSD. I played the game with high/ultra settings at 1440p and averaged 70fps. After I switched my system to an RX 6700XT, Ryzen 5 5600, and 32GB of RAM with NVMe SSDs, the game ran very well at ultra settings at 1440p for a few months, until more and more updates arrived. Now, it doesn't even matter if I play at low or ultra settings, the average FPS is around 45, with immense stuttering and huge drops . All the components are running at 20-30% usage and temperatures below 50 degrees Celsius. My OS is fresh and my squad installation too.
It's the curse of using the Unreal Engine. Look at ARK, Borderlands 3, Star Wars Jedi: Fallen Order, EA WRC, and so on. Most Unreal Engine games run poorly or are extremely resource-hungry for no apparent reason. I mean, there are some good games out there using that engine. The smoothest Unreal Engine game I know is The Finals. But if you look at a game like robo quest (there is a demo u can test it) the game is extremly demanding for what it is while other games like RDR2 can run at ultra settings without any issues and high usage.
Try this - In game while playing on server, in console type 'stat unit'. When lags or stutter starts ( usually ms values goes from green to yellow to red ) try pressing apply settings. Usually ms values goes instantly to green and lags or stutters stop for some time. Sometimes u have to do it just once to stop lagging, sometimes on map like goose bay or harju u have to do it like every 1-3minutes. Just do it when it lags. Also this might not work for you, but for sure it worked for me on 5600g and 6600xt. just try, wont hurt.
