On the map as well..., optimization differs quite a bit between maps. I think Skorpo is currently the worst one.
Try to lower the ingame resolution to something like 1600x900 and see if you get at least stable 60 FPS but it might dip lower sometimes depending on the action ingame. If you still have trouble then lower the resolution a bit more.
I play with a RTX 2070 and it works for me but I had to fiddle around a bit to figure out that it is a VRAM problem and not a CPU problem.
EDIT: The Narva map for example is a map that requires more VRAM then other maps but it is not the only one.
2nd EDIT: The reason why I know it needs alot of VRAM (sometimes >10GB) is because of my new RX 7800 XT card but I installed the RTX 2070 to figure out which settings might work to make it still playable.
3rd EDIT: If you have a 720p monitor the use this one because then the 8 GB of VRAM will be enough for sure (max. usage will be around 7GB).
4th EDIT: Removed the part where I suggested to "increase resolution scale to counter blurriness" because it increases VRAM usage.
I agree with you. The game should run with at least 60 fps on 1080p without needing a GPU with more than 6 or 8 GB of VRAM because that is what most of the players can afford or are currently using.
But the thing is that if you want to play the game with somewhat decent fps without upgrading the GPU then you have currently no real choice then playing on low settings with lower resolution. One other option could be to play the game with DLSS (only supported by RTX 40's cards because only DLSS 3.0 is currently implemented and then DX12 selected as renderer) and see if this works.
In the patch notes of v7.0 they wrote:
So they are aware of this problem. Hopefully they will be able to do more optimizations. Until then we have to work with what we got and find ways to make it playable. At least that is what I try to do.

BTW i dont understand how you can fk up so much UE to have that kind of perfomance, its just reminds me of some "indie devs with 2d games" that just turns top end PCs into bucket of bricks.
