The idea itself is cool if it complemented the game play, but as of now it wouldn't. Maybe if they used AI to generate accents for the faction, which would complement immersion. I don't think it's a good fit for Squad, at least not currently.
I just read your suggestion again, I think I may have misunderstood... are you talking about simply to troll each other, or for actual tactical use of intercepting communications?
1. The majority of layers consist of factions from different spheres facing each other. There is very little overlap in shared languages (maybe IM/RU?), so it would be weird to perfectly understand every callout your enemy makes in local.
2. It would harm cohesion and the value of local chat altogether. Local chat is an extremely useful tool to coordinate with your fellow squadmates and teammates in that local area. By opening this up to eavesdropping by the enemy, people are just going to default to using radio and discord when possible.
The majority of potential interactions between teams (outside of eavesdropping) would probably be pretending to be a friendly to cause confusion, trash talking, and the oddball interaction/banter.
Using AI to generate languages that are unintelligible but sounds like the faction would be pretty damn cool though. Reminds me of this video of what english sounds like to non english speakers.

No, terrible idea. All this will do is push players to not use the ingame voip and instead go off in their little discord corners. Or even worse use it to cheat more easily or have an excuse to their cheating that is harder for admin's to verify.
Yeah, DaYZ,ARMA with mods had this. It is nasty i can say. It does exactly what you say, keeping it quiet or discord/TS.
Someone on this forums made a suggestion regards of Vehicle radios that should transmit command chat. That was not a bad idea or Enemy radio that transmit command chat of that team.
