The game is heavily CPU dependant and is not very well optimized to utilize full potential of multiple threads.
Better CPU helps.
The big issue is your cpu. You're using a 7.5 year old cpu to run an admittedly less than optimised game that is heavily cpu dependent. If you are able to upgrade, I'd say focus on your cpu and ram.
This game can use more than 16Gigs of ram and relies heavily on a cpu with single core performance. Based on my and other's experience, the Ryzen 5800x3D, and other cpu's with a large amount of L3 cache will let you brute force the game's unoptimised state.
now i have an i7 8700 and rtx 3070 and it barely gives me 50-60 fps with constant dips when things heat up
