Report a translation problem
After almost 6 years of development its safe to assume that the way its set up is an intentional game design element. They could have easily programmed the game so that once you created a squad you couldn't pass off squad leader to someone else and assume another role within the same squad but they didn't. So logically it shouldn't be a bannable offense then.
why not pick up the leader stick?
The point being your saying that person has no plants to SL, so then why are you making a squad? Its literally a troll, and the lock, 5 minutes or whatever, would prevent the bait.
Not to be rude, but you have 7.3 hrs of squad on record (i checked because your post was ridiculous), so i wouldn't expect you to understand fully, but SL comes with responsibilities you shouldn't force on others.

Also the people creating squads and leaving are sometimes the only way to get a match started, played a bunch of games with no squads made minus the tank/heli squads. (which were locked)
