If you are already on all low settings you probably cant do anything about it. I hope they updated the recommend requirements on the store because the old ones are not at all accurate anymore after the lighting update and new gun effects.
i7-4790. Upgraded to a i7-8700 then i9-10900KF, with the latter two it stopped.
Anyway, OP, I put my settings down to minimum in almost every option, those dips in FPS when you look down a PiP scope just aren't worth it.

To run Squad well i would recommennd a CPU with a single thread rating of 3000 at least, better 3500. Unfortunately Squads Engine has to put most of its load into just two processes that cannot be split (or at least OWI cannot), so single thread performance will almost always be the performance bottleneck.
That being said performance should be consistently bad, sudden huge drops should not happen. Have you tried clearing the games cache (ingame in the options) and maybe re-validate files via steam ?
Thats not normal, sure, fps go down a little when scoping (was the same before ICO btw), but thats too much, i don't have anywhere near that huge a drop.
