Did you even read the OP?
Then announce that you are standing by on mortars and ask for targets on command channel.
Don't be annoying with it, but keep asking for targets and deliver the fire when you get a request.
Do not just grab a logi from main at the start of the game that a full squad would use, and don't steal a logi that a squad needs to move on.
Don't build your mortar fob in the middle of nowhere where it has no other use such as providing a spawn for the defensive objective.
Don't build mortars at a sneaky offensive fob and start firing away and give away the position.
Don't use up all the ammo at a fob. When you start to run low, go get more.

Squad Leaders build Mortars using construction points. Most, if not all map/game-mode supports mortars.
Just ask an SL if he will build you a mortar and that you will man it for him and they usually will. You will probably need to take a logistical truck back the HQ and load it with ammo because mortars use up a lot of ammo if you're on it for a long time.
If you really want to use a mortar and basically by yourself, you can do this.
-Create a Squad and call it "Mortar Squad"
-Bring Ammo Supplies and a little bit a construction to an already built FOB
-Place a mortar down on the ground near the FOB using the construction you brought.
-Switch your Kit to a Riflemen so you get a shovel and use it on the Mortar
You can actually range the distance for yourself by putting down attack marks on the map. The range number will be on your compass at the bottom of the screen after you place a marker.
The issues with doing it this way are, most servers have rules against having locked Squads with only 1 person, so you might have people join your Squad not paying attention that you named it mortar Squad. The other issue is, you need to make sure you bring your own supplies and keep refilling the ammo if you use it up or another Squad might get mad.
The benefits from using a mortar this way is, again, you can range targets for yourself without needing anyone and you can talk directly to other Sl's which can give you areas on the map that need to be hit.
If you decide to switch kits just for the shovel, switch to crewman instead. The riflema n kit costs ~150 ammo, while crewman costs only 33.
