I got a response the other day reading:
Error "Game Security Violation Detected (#0000000D)" in Rust is usually caused by having unnecessary programs open in the background. Please, restart your computer by running "shutdown /r /t 0" as admin in command line, close all other processes that are not part of Windows, Steam, Rust or EasyAntiCheat and try again.
They also said that this could be a firewall problem (which I have heard a million times at this point)
Also -
Devblog 195 Released today, suprisingly I got further in the launch process, but the game did crash agian with the same error I am going to try to restart my computer (with the above method) and see how that works.
Edit - The restart did not help fix anything, and I am 100% certain that it is not a firewall issue as the program likely has more control over my computer than I do...

-==SOLVED==-- I have found a fix. I have to close every single unnecessary background process that I don't need. At the moment I am trying to pinpoint which background process it is right now. I hope this works for all that need it.
What seemed to be the issue was a program called "MyApp or MyColor" used for keyboard colors and fan settings.
You can use windows software such as Hard Disk Sentinel (trial version works just fine, goto the information tab and run a short self test; or you can run ubuntu from a dvd or thumb drive and use the program disks and just look at the hard drives SMART variables (you can also see those in hd sentinel)
