All the fps command shows is how long it takes to render a frame so it will naturally spike if the current frame is not being updated (freeze). Something is blocking the render CPU thread but you may not notice it in all cases on the CPU usage especially if it is a bug.
I would lower the effects low and foliage low and shadows medium with view distance epic. Turn off everything else like bloom to low.
How much memory did you use when the stutter happened? It is possible that some maps exceed the limits... or something else is eating up the memory.
The freezes comes, when I spawn the first time on the map, up to 3-4 times and when I get to a complete new area on the map.
The option with "Full Texture Loading" helped on the freezes, but then I have big problems with my fps (graphic settings from the hightest to medium/low and the other options to off did it better, but still not stable fps).
specs: 16gb ram, gtx 970, i5-7600, win 10
Its not the unreal engine fault its a developer issue right now, hence the game being in alpha.
