Thing is, they can't really do it without *severely* increasing the minimum specs for the game. To achieve similar foliage coverage, you'd need to render *all* the vegetation for several hundred meters. For example, that's why bushes are good for concealment at the moment while grass is useless, and why you get shot even if you think you can't be seen through the grass on the hillside.
Also, to make it truly fair, you also can't really have LOD (level of details) scaling by distance, because then for example the high-LOD tree right next to you might be far worse at concealing you when seen by someone far away who sees a low-LOD version of it.
As for the OP, I don't really know how much of a difference it makes since I have to play on mostly low settings just to get a playable frame rate at the moment.
Ironically smoke grenades stand out beyond 350m since they are rendered and vegation is not so it will draw the attention of vehicles wanting to supress or kill you from a distance.
Tournament Mode if I recall, and it basically enforces their settings over your own.
So anybody can join but it forces your game to render at whatever settings the server set it to.
The limit is if its enabled your server will only show up under "Custom Servers"
