GAME RUNNING AT 60 % GPU

hello...
as the title says my gpu is running at only 60 % of its capability and i do not know why... havent had same issue with my old rtx 2070 super and i have upgraded few days back to rx 7900 xtx 24gb

60 % would not be an issue but i am getting only 40-50- MAX 60 fps for some reason
everything is maxed out and when i turn on fsr2 to try and deal with issue game run even worst then when its not enabled... at around 30-45 fps

so if anyone knows any settings i should change to try and solve the issue or knows why it is happening i would be thankful.

before that had rtx 2070 in the system and it worked just fine never had such issue ...
rtx was run at V5 version of squad aswell as the new card

issue is happening only in squad... Running for example cyberpunk in 2k ultra with psycho raytracing at 60 fps no problem... full utalisation of the gpu

updated both cpu and gpu drivers to latest and did verify gamecash ( all was in order )

This game is heavily CPU bottlenecked, i solved all my stuttering issues and low 0.1%, and 1% fps lows by upgrading to the Ryzen 7 7800X3D, i heard that 5800X3D is pretty much nice too.

i would understand logic behind that if my cpu was pegged at 100% but its running at 35 - 40 % of power, and it does not fix the issue of gpu running at only 60 % while gpu before that ran normaly at 90-100% as it should when settings are cranked up.
