Something to aim for or just play and kill?

No they are intentionally avoiding that. The point of the game is team play, levels etc encourage doing everything for yourself rather than your squad.

You should buy this game if you wanna play tactical, not for progression. If you want some progression go and play Battlefield.

It's an actual tactical shooter and winning with your comrades is the reward.
