I don't know for sure but I wasn't even aware there was a mobile version, it doesn't mention it anywhere in the pc game. You can locate the save files on pc but i have no idea if you could locate them on mobile and if you managed to find them whether you could just swap the files over.
Still I think it's a no.

Based on what? He knows nothing about the subject, and just makes an uninformed guess.
Try these paths, they have identical filenames inside them, and you can copy them back and forth (I tried with using tablet as USB storage to copy stuff back and forth - with backups first!).

Managed to load the other fine in each, though on PC, the main screen looked a bit weird with the android save (map zoomed out max and with black edge to the left with quests on them). Didn't try playing, btw, just copied it each back to where it belongs (I like having an earlier state on Android, and like my end game state on PC).
I did get login reward though (have not played for ages), on each version, so something works. :)
I have a Steam friend who explains stuff to me. :) Through him I know how to turn my tablet into usb storage for file transfer with PC.
Maybe if you ask google you'll find someone who knows how to navigate directories on iphone, and perhaps even a path for that.
(For me, personally, everything that goes beyond good old DOS is alien space magic, especially internet.)
If you were wanting to transfer files so you could get achievements on your phone then transfer it to get the steam achievements that's not going to work. The steam achievements only activate when you get them in game and are online at the same time. There are many posts here about people missing out on achievements even though they have more than required because they were offline when they popped in-game, they don't sync later when you go back online.
