It can make it easier or harder for specific conditions.
Science and wonder victory are probably easier solo. Eco victory can be easier if you partner with Lumeris and just piggyback off them, depending on your faction.
But whether it makes winning faster or not will depend.
Although, you could, for example, ally so you don't have worry about potential enemies, work for the victory condition (like research all 4 endless techs), and then leave the alliance and win because you've met the solo condition.
You know how it works, if you do it and recheck ingame. At least this is what I'm doing in case of learning about game mechanics. It doesn't harm as long as you save game. Guess I'm too much "old school" for to be helpful nowadays.
