Can't hack anything using Umbral Choir
I read online I need to have certain technologies unlocked but I can't seem to hack anything no matter what. Here's a screen shot of what I see anytime I try to hack anything

IIRC As soon as you discover any pirate/minor/major faction system, you can start hacking if Umbral Choir DLC is enabled.

Playing as Umbral Choir you should be able to hack into absolutely anything since many of their faction specific actions require you to do so. Might be worth it to disable any mods you have if you happen to be running any and verify the integrity of your game files first.

You can hack with UC as soon as a valid target is found (generally the 1st system, outside your home system).

On the subject of umbral choir, can't say the whole hacking mechanic blows me away exactly. It takes forever, the rewards are questionable, the odds of success unfavourable and the risks extremely severe.

Most of the good hacking options won't show up unless you do very specific things. Knowing how to squeeze extra turns out of a hack or even having the forethought to time the hack for very specific turns can outright cripple an opponent when they most need something and you shut them down with a clever hack. It does not help that most of the hacking information is obfuscated as hard as it is. If you ever have the chance, poke someone who has taken that deep dive into learning the ins and outs of a hack. Nothing feels more devastating than someone declaring war on you when every single one of your systems suddenly has their garrison decide to riot in the streets while enemy ships start showing up to mop up whatever is left.

I do get the impression more is going on under the surface. The difficulty setting might be a factor as well, I've just been trying to get all the different endings / cutscenes (or at least one for each race) on Endless.

The only thing I can think of you couldn't hack in such a situation, is maybe a diplomatic agreement to not hack for 10 turns.

In the diplomacy section, there's an item called Stop the Espionage?!
