How to (ab)use the Academy

I feel a little foolish for asking this, because it seems like something I should know or have figured out.

I've been playing vanilla UE on Normal settings.

I don't understand how to effectively recruit heroes from the Academy.

In my last game, I think I was only given the option to recruit once. Except for that one, all the other 11 or so heroes came from the Marketplace.

Near the end of the game, I chose to restore the Academy. The game was over about 20 or so turns after that -- during which time I never got the option to recruit another hero (and lost the ability to hire them from).

What am I missing? I can't even tell how to view my current progression towards a new recruit. I feel dumb. Please somebody un-dumb me.

in the hero screen you can see progress towards next hero unlock
you can also hover over the 4 hero types too see pts towards that type of hero unlock
Your every action effects what type of heros you see during the 3 hero avaliable
