Happy to see the solution was that simple for once.
Well: Uninstalling and reinstalling the game did the trick. I wonder why checking file integrity did not. Anyways, it is running now :)
1) Restarting Steam (and restarted Steam after each of the following steps)
2) Verified .Net 3.5 is enabled
3) Verified game cache
4) Reinstalled
Devs can DM me for Windows Event Viewer log.
If this helps anyone, I'm on Win10, this was my first installation on this PC, and I've had some savefiles and such in my OneDrive, from the old PC where Endless Space 2 was previously installed.
Restating my PC worked!
.Net can have issues with installation, least of which is not registering system path properly.
Verifying game files doesn't re-install the distributable files, such as any additions of .NET SDK or libraries or whatever. While uninstalling and reinstalling does.
If you have similar issue in the future, one of the steps that can save you time is to go to the local installation folder for that game, find distributables or re-distributable folder and run every executable you find there as an admin and ofc then restart pc, ideally using the restart option, not shut down and start up again especially on more modern windows.
