Anti Hero with a thousand faces Part 2

Ok ... all 8 quest markers were found and I see the stolen ship at my system.

Now it will not move! I moved a fleet to that system on the turn the photobomber showed up and quest was activated, I blockaded the system that turn in hopes I'd intercept it. (knowing that this was futile) I parked scouts on all surrounding systems. The Ship is simply not moving ... almost 10 turns have passed.

Anyone have an idea how to get it to move?

I was never able to made it move, but it usually started moving the next turn. This can happen to every fleet that has to be intercepted: this, the assimilation quest, craver quest etc. You're just at the mercy of the AI.

Funny how that "anti-hero" only visit my neighboring Craver territories. I think he must be related to them. Why else? Every time I fly my exploration ship into his turf, he/it will instantly tell me to get off his space. Clearly, I will tell him no. Then he get angry, calling me a warmonger. He is already having war with a huge alliance of 5 major civilizations. How does he do that?

The photobomber has not moved in at least 10 turns :(

For me he got solved in turn one of the quest triggering by another civilization. Pointless and disappointing.
