Later in the game you unlock a system improvement that increases your overcolonization threshold.
Personally it's never been much of an issue.
The "federation" government expands the limit.
There is an additional tech, late game, that gives an improvement for lvl 4 systems that makes them not count against your limit.
I've never reached an overcolonization point where I stopped getting missions from minors. Usually its because even though I'm over 50% with them, they are allied with another faction already (but haven't converted).
I have nothing against that limit understanding its reasoning, but AI should comply it aswell. Or remove it for player too. There must be equality in any chosen case otherwise game starts loosing immertion when player is faced with some garbage like that.
i have both techs from left side - xeno anthropology and culture invertecs this mitigate the conony issue bby 6 planets only. I do not see any other tech that will help
the game will be unplayable if i cant take over enemy worlds.

What are you even doing with 25 systems. WHy colonize so much stuff early, you're just penalizing your actually good systems.
my next time i will be creating a gene splicing race race with happy traits i think
