When you upgrade your HQ from level 1 to 2, the planet gains a spaceport. This can be used to send people from one system to another. So say one system is high in food and can produce a person per turn, i would send people from here to the one that lacks any food.

To answer your question though, no the systems do not share resources. The exception is people can be sent from one place to another via a spaceport.

The only planetary defense in endless space 2 is to pile a solarsystem with overpopulation on food rich planets with many slots and throw the bodies in front of the soldiers. There's no problem with food when the food planets are the only planets suited for military defense.

In terms of pop growth, food generated on each planet goes to the system food production, which is shared between all planets of that system.

So, kind of... yes--but only one population is aloud to grow when the food bar is filled up in the system.

to be honest i wish he would answer so i can find out if he means PLANET or SYSTEM. I assumed he meant system when I answered.

I think he means planets in a system, the buildings are not per planet and service the entire system.

cant be because he is talking about making it into a military base, he is talking about system improvements. still want him to clarify but i think im right, it isnt possible in the game to turn a planet into a military anything. System yes planet no.

So in the economy tech tree there is a system development tech you unlock when you hit tech 3-4-5 and using this tech will give your system a spaceport. This spaceport can be used to send people from one system to another. Like for example one system with a high amount of food to one that has a low amount of food.

Glad you're enjoying the game. You absolutely CAN do what you're thinking about doing, though in most cases that's more of a narrative choice than a strategic one. As far as specializing systems, a better focus is to turn hot systems to infustry, and cold ones to science, shuttling in pops to make them grow faster. Note that the unique food improvement can prop up one such system that wouldn't generate much food otherwise.
