Extreme Foremen & manpower
Hi there

I was playing a custom faction with Celestial Vines and Craver look, playing very aggressively (vines connect upon system capture, very useful). I was going with a plague in mind. Thus I also took the Extreme Foremen pop bonus. The early game went fine but as I was going full on war I had a serious problem: manpower. My planets were more or less all depleted and I got a measly 200 manpower per turn from 12 or so systems with fleets using over 5k. I could not risk building the food to manpower conversion buildings because I could just barely keep my population going as is with all food improvements up to tier 3 research built.

Now I wonder, pure Cravers (which I play rarely) will undoubtedly have the same problem. Sure, they can sacrifice a pop for temporary food production, but that is by far not enough. I wanted to really roll over the enemy and not have to bombard their system for ages before invading. How do you solve this?

There are two luxuries that you can use in your system development plan to raise how many manpower is generated per system. Outside of those, the two secondary research technology upgrades for the basic military ships also improve manpower generation per system. Then there's a special neutral law that can be enacted/declared which raises manpower generation.

Then there's trading manpower from other empires, and that special technology that allows you to deplete one population for 300 manpower..

You will have to siege for a much shorter time, if you equip most/all hulls with the "Titanium A2S" module, if you haven't already.

I can't get hold of those luxuries unfortunately. None on the market and only available deep in enemy territory. The research you are speaking of are those defensive ones, right? I only have access to one of those (i guess crave unique?) and it reads more to me that it gives a manpower storage, not production.
The law also uses up food which I really can not spare. And honestly, taking over every single system without being at war with anybody (Religion) makes pretty everybody very angry. No way anybody will trade with me.

Seems like i got just unlucky :/

That is not what I want. I know i can do that, but then I am not a swarm, I am a cowardly bomber. Meh. Will probably restart without the Extreme Foremen or with bonuses to manpower generation per pop.

Yeah sadly the better food improvements come pretty much in the endgame and I needed it midgame.
