Can you speed production?

What do You exactly mean?
How do You speed up production of ships/structures?
How You can speed up planet/system production?
It all depends on purpose of it. You can speed up a production of ships/special structures if You'll make them on a good base value of planet/systems.(Lava, ash, barren)
To make a good production system You'll need good base production planets in it/anomalies/bonuses form major/minor factions.
Over that research and apply planet specialisation for production on top of good Governor and You'll have a beast system with like 1.5 to 2.5 k of a production with some luck on anomalies.

I mean like in Endless Legend, I could spend extra resources to get something pumped out in a turn instead of waiting for the normal build time.

Is that possible here? Because I've not seen that option anywhere.

Yes. You can buy out construction once you have the appropriate technology (not too far up the econ "tree", IIRC).

Also the UE start with the ability to buyout production with Influence.

As Silas said - You have Dust/influence buyout techs for instant boost in the right tech tree, 3rd ring if I'm not mistaken.

I dont know if you aware but i think he mean stockpiles. In Endless Legend you can buy stockpiles of the market. Not only Produktion but Food and Science ( i think ). It was awesome because in late game you could boost a city in 1 turn by giving it massiv food. The city can grow fast to lvl 3 and higher. In Endless space there are no stockpiles sorry mate :=(
