First, you've said buy...do you mean straight buyouts? Those can be done right from the queue. Queue whatever it is you're trying to buy and its buyout price will appear in dust (for most empires, I don't know if one has a different mechanic) right next to it in the queue. But it requires a research. It's an early one though. Look for it in the right quadrant.
System Upgrades are done through blueprints using luxury resources. I believe you can create and play around with those in the economics menu.
I'm not sure what you mean by improvements.
System Buildings are fairly straightforward. The ones you can build appear at the bottom whenever you're in system view of a place you own. Clicking them puts them in the queue.
You can also look over everything you've built from a bottom on the left in system view it looks like a couple buildings and it's sorta by itself. From there you can sell buildings you don't want anymore or that are simply too expensive to maintain.
