Report a translation problem
The game doesn't have a console to input command but if you enable the modding tools in the launch options of the game with the command --enablemoddingtools , you can get access to various debug features.
Once the modding tools are enabled, you can use the debig features in-game:
Shift+F1 opens a debug menu
Shift+F2 gives you a lot of all resources
Shift+F3 reveals the map
Pressing G activates the "god cursor" that you can then use to click various elements (resources, ships, gauges etc...) to modify (often increase) their values. Holding Shift, Control or Alt may results in different effects (such as reducing or maxing out values)

You can disable Pirates when setting up a new game by setting teh Pirate Difficulty setting to "None"

Pirates are everywhere for me, too, and while my navy is keeping pace (barely), the AI civs are completely overwhelmed by them. I realize (or at least, I hope) this behavior isn't WAD, and will be tweaked at a later date to make pirate spawn rates more reasonable, but I'm enjoying my run so far and I really don't want to have to "start over" because of pirates.
If you're swarmed with Pirates, I recommend you put task forces together, equipped with sieging modules and start busting those buggers!
Note: Lairs will only (re)spawn on Star Systems (not special nodes such as Asteroid Fields etc..) that are inoccupied, thus they are obund to disappear as the game progresses and Empires develop.
Another point that might interest you is that normally, if there is no Lair (because they have all been destoyed in a quick succession) in the Galaxy for a few turn (usually 3, I think) the Pirate empire is consideredd destroyed and Lairs should not appear anymore.
