For some reason I can't build a system shield on one of my systems
All the others will allow it. It's just this one single system where it's not an option.

Ah. Well unfortunately I'm a good 15 or 20 turns past where I noticed it and all my saves have since passed that point. Thanks, though. I was driving myself crazy looking for some unmet requirement. Had the same thing happen with the... robot suit system improvement. Whatever it's called. That one actually shows up in the system's build list but is just permanently grayed out with no reason given for why.

The game is so good but it has so many mind-blowing little bugs that never get fixed.

The devs released a bug fix in 2020 addressing stuff like how the Riftborn could infinitely stack their Fast Forward time speeding abilities and stuff, but while they mentioned the last patch (titled: "the Last patch") wasn't the last patch, they may be paying full attention to ironing out any problems and polish within their yet to be released Humankind Game to be able to focus on releasing another bug fix for Endless Space 2.

I do wonder if outsourcing a bug fix could help ease pressure with this game, but--of course: that costs money.

Yeah, no thanks. I remember what happened the last time they outsourced.

Simply saving and reloading *may* help, if you haven't tried that already.
I've already started a new game, though I'd saved and loaded a few times that game anyway. Thank you, though.
I figured it out six months on. I think. This time it happened in two of my systems, which gave me the ability to properly compare them. Both of the affected systems? Star-less. The ones that can only spawn gas giants. Going to poke around and see if I can fix this.

EDIT: Got it. In the file
ConstructibleElement_Industry[StarSystemImprovement_DLC2].xml
find the entry
<StarSystemImprovementDefinition Name="StarSystemImprovementObliteratorShield" SubCategory="SubCategoryDefense">
and remove the line
<PathPrerequisite Inverted="true" Flags="Prerequisite,Discard">StarTypeNone</PathPrerequisite>

Don't know why they did that. The description describes it as a system of satellite arrays, mines and energy shields. Given when you unlock the tech and the resources that go into producing a system shield, I doubt it's a solar-powered system. And at any rate, it kind of screws you if you're trying to hold a unique planet that manages to spawn in such a system (like Teonha in my current game, which also happens to be positioned as a choke point).

Guess it's time to figure out how to make & upload mods for this game.
