A lot of stuff in Sseth's review were references to the community mentality. Custom factions specifically are usually banned from multiplayer games due to the faction traits they can combine being extremely powerful in allowing the player to easily beat everyone else as the match goes on.

Let's examine the standard Vaulter race, for example. They have the Black Thumb (II) negative trait which reduces food production by 15%, as well as a number of positive traits that in total put them at 70/95 points spent.
If you were to make a custom race based off them, well. You could dump the Black Thumb trait, putting you at 80/95, and then to round it out at 95/95 with the cap of 8 total traits neatly, you could grab the Big Fleets I trait which makes ship upkeep cheaper and allows you to have more in a fleet.
You could make them more militaristic, and so on and so on.. Really changing everything except the visual appearance and their faction quest line. Custom races can range from minor tweaking to get the full potential of the allowed points, to building an entirely new race that synergizes far better than anything official and is thus even moreso greater than the sum of their parts.
