If you don't know what you're doing: Stay away from the Unfallen, Umbral Choir, Nakalim, and Vodyani on higher difficulties.
Riftborn and United Empire are probably the easiest standard factions to roll with.
If your game-plan is to build a military economy and conquer players: I don't think you need a tier list.
Strongest faction is probably whoever can get to medium ships first and put enough of them into action before turn 40... so Sophons and Vaulters, as they're the ones with easy access to the Scientific Political Party Super law which lets them research medium ship technology way before anyone else. Sophons having an easier go at it sense they get a special discount to any technology that hasn't been unlocked by anyone else.
