EDIT: Apparently, diplomacy works if I add in a contribution from both parties, but not if I just choose one from my list.
Well, i seem to have something close to those problems on the diplomacy screen, but i am going to try to be a bit more precise.
I am doing the tutorial two times (one online, one offline, cause i do not have the web everywhere).
In the inline one, i am still in cold war with Leaper (Cravers), and few days ago, i was succesfully made a peace with Doria (Lumeris). The Saint something were destroyed. At this time, i had no problem with the interface.
Today, i try it offline, to test some other decisions. I am at war with the Cravers, conclude an alliance with the Saints, but, on the Lumeris screen, i have about the problems evocated in the main post : when i click on positive choices, they do not display under the "My Contribution" column. Sometimes, they are taken in account, and sometimes no, because the possible choices in the "My term" are actualised and the positive/negative opinion bar just under the list is also actualised. More than often, the reset/suggest terms/make an offer buttons remain disabled. And if i click on a "negative" (Declare war, cold war, and so on), they are displayed in the "My contribution" column (but if i click on Reset button, it is not actualised, and it remain displayed, and same thing on the Make an offer button which keep the Influence cost dispkayed).
And just right now, i test in on my online game, and it do exactly the same thing, and for the same IA player (Lumeris).
I do not know, maybe it is linked to the last DLC which was released a few day ago ?
I have the same problem, my diplomatie is broken, how I send my save for help you ?

The details of my trade bug are as follows : I am in an alliance with 2 AI factions. I can open the screen to trade with them, but no options exist to add to the trade on either of our lists. If I select a specific thing like 'science' instead of leaving it at the default 'all' screen then the items show up. HOWEVER if I click to add something to the list, it never appears on the list, nor can I propose the offer. This is for ALLIED factions, and appears to be the same for another alliance we have an non-aggression pact with.
I am at war with a faction, if I try to trade with them, I do see the ability to propose a true.
I am at the default 'cold war' state with yet another faction in the game and trading appears to be completely normal w/them. All items show up when entering into the trade window. I didn't think to try and actually trade, but it looks normal when attempting to do so.
So it would appear your diplomacy state with the AI faction seems to be what is influencing your ability to see/trade with them, at least in my case.
When bribing: in top left window list, i click the resource i would like to give as present
to other faction.
The resource does not appear in the bottom left of the diplomacy window, where i could
before click how much of the resource i want to give, but also all disappear from the
what i have of it in the top of window.
The button to conclude the action thus stays "grey´d out" (inactive)
The second bug, in the diplomacy window is linked to the first one:
When i want to tell an AI faction to stay out of my influence sphere:
Open deplomacy window....click "talk bubble" at top right......click "remove
yourself from my influence spheres.....button at right bottom to conclude transaction
stay grey´d out (inactive), which game-play-wise only leaves me the option to remove
the AI physically from my influence spheres.....
Notes 1: Bug appeared when Penumbra DLC automatically appeared active
Notes 2: Bug remained to be present after deinstalling Penumbra.
That tells me that the faulty code remained, i could be wrong though.....
The "mistake" is, in the destination, of the "object" being clicked (prioritized)
(and only if the chosen object "arives" at its preordained destiny, can it trigger
the "send action"
