The only reason to use one is to add it on a small ship. Hopefully the larger ship is able to destroy all bombers and fighters.
Still if the anticloak is so demanding to have on-board every ship the cloaking has become technological obsolete.
It really doesn't make any difference because the game always attack the largest ship first but the device maybe allow you to scramble the attacking order, the issue is that you normally don't know the attacking order.
It's not practical to use cloaking without knowing in what order each ship will be attacked by what shipclass.
Let's say you put the cloaking on a carrier, it wouldn't do much because all bombers are programmed to attack the largest ship first, but your fighters on the carrier plausible destroy the bombers and fighters that your carrier maybe able to to win the spacebattle, but the lack of firepower will make you defeated and the only surviving ship will be the cloaked carrier who will be damaged by either bombers or anticloak.
On a smaller ship your largest ships been tanking the bombers and fighters and hopefully there are no bombers or fighters alive by the time the game start to attack the smaller ships. Anticloak need to be installed on every ship. Only the ship who has anticloak can attack the cloaked ships one by one, right?
Protectors shields become weaker with every ship destroyed but you won't likely see every ship explode in one turn. The question is if attackers do gain any advantage of having cloak or not, beside the case that you avoid the attackers to being shot down in one turn. Considering everything I think that attackers actually gain much higher of having cloak than protectors who already have advanced shields. You still need a hunter to hunt down the bombers.
