Never mind I found it. Guess I rushed the optimised logistics tech so much that I didn't have any sleepers yet.
a) choose last option in case you succesfully hack the system to cull sleepers
b) you could even attack and conquer the system. This case you should choose the option offered in center past invasion.
Not sure so far, if it's called sleeper cull in both cases (not playing english localization), but you get these super pops on home planet. The most super pops in case of invasion, then hacking home systems, then regular systems. In this order.
No no, play against the UC. Have sleepers in your system, cull the system. If any one of the planets becomes empty, you get the achievement. You get cull from a science.
Easy way to get it, if you know a population is an enemy sleeper, make it the only population on the planet, then cull.
