How to build Behemoths?

I may just be an idiot, but I can't figure this out. I lost mine a while ago and while I haven't cared too much, I need one for a mission. So how do I get my hands on one of these because its late game and I still don't know.

If you dont play Hissho you need to have proper Quest finished and I think you need look through science tree for technology.
One or both of these things.
I know I'm not too helpfull but I play Hissho.

Empire Development tree in the science, there is the tech to build Behemoths once the quest is finished, Hissho has to do the same if they want to build more Behemoths but they start with one since the beginning by default.
